Marshall Plan Annivesray The Marshall Plan was suggested by Secretary of State George C. Marshall in a speech at Harvard, 5 June 1947, the legislation for the European Recovery Program, popularly known as the Marshall Plan, was signed by President Truman on 3 April 1948. After distributing more than $ 12 billion, the program ended in 1952.
