Google got onto it a long time ago. The ‘exchange’ automatically cancels out both and no-one benefits. Whether they’re relevant sites to each other or not.

But, still, link exchange sites exist, link farms and people selling a thousand links for $99 type of thing.

Even if it’s not a link exchange, if you’re one of many links on a page, the benefit to you personally is not much. Compare it to how much juice you could get out of a cup if there were 100 people drinking from it.
